Customer Support During the COVID-19 Pandemic

Juniper Beach Water District is following the guidance of the State of Washington's state recovery plan known as Safe Start Washington. As this plans moves through its phases, many functions and services of local government will begin to return to normal. JBWD as a local utility has continued to provide essential services throughout the coronavirus pandemic. On April 16th, 2020, the JBWD Board of Commissioners passed a resolution that reasonable actions to mitigate the economic impacts of the COVID-19 pandemic on its customers caused by this crisis would be instituted. Those actions included (1) acting to prevent disconnection of services due to non-payment; (2) waiving late payments and fees; and (3) using payment plans to fulfill customer outstanding balances. These mitigations shall be in place during the term of the statewide emergency declaration. The Washington State Governor's proclamation, Proclamation 20-23.4, released on May 29, has been extended through July 28, 2020. JBWD wants it customers to know that the mitigations in place because of the economic hardship as a result of COVID-19 will continue even after the prohibitions in Proclamation 20-23.4 expire. Essential Critical Infrastructure Workforce


Juniper Beach Water District (JBWD) is a Washington municipal corporation lawfully formed and existing under Title 57 RCW. The Juniper Beach Water District’s primary function is to provide safe and reliable drinking water to the public which is essential to public health and safety. Governor Inslee’s Proclamation No. 20-23 issued on March 18, 2020 recognizes that Title 57 water-sewer districts are essential service providers.

JBWD contracts with King Water Company to manage and operate the assets recognized by state and federal officials as critical infrastructure essential to the State of Washington. These assets support community safety, security, economy, and resilience, at all times and especially during the COVID-19 response.

JBWD has determined that all employees of King Water Company are identified as employees performing functions or duties for the District that are necessary for the District to provide essential water services to the public.

The purpose of this announcement is to document that King Water Company’s employees are critical to JBWD’s ability to provide essential services to the public. As a result, you may see employees out in the public working in connection with the performance of their job duties so the JBWD can continue providing these essential services to the public.

JBWD Board of Commissioners meetings during the COVID-19 pandemic.

Juniper Beach Water District (JBWD) holds its monthly Board of Commissioners meeting on the third Thursday of each month. JBWD plans to hold its meetings during this COVID-19 pandemic. It will be done with needed precautions and safety measures in the midst of the Coronavirus pandemic.

It is necessary for the JBWD Board of Commissioners to hold its monthly meetings so they may approve invoices and vouchers for payment and receive updates to projects or activities that may require board approval.

Since Island County is in Phase Two, JBWD will be holding regular monthly business meetings in person at its office headquarters.

JBWD will be taking the following precautions and actions following suggestions and guidelines of the CDC and Island County Health Department.

  • Most monthly meetings have less than 8 persons in attendance. JBWD will only hold in person meeting of 8 persons or less. If more than 8 attendees arrive for a scheduled meeting, the Board President will adjourn the meeting and make plans to hold the meeting via teleconference, webinar or online conferencing method.

  • There will be an opportunity for those wishing to attend the meeting via a call in number (360-474-7171).

  • During the meeting, board members and attendees will wear mask and maintain social distancing by maintaining a distance of six feet from others.

  • Sanitizing of the meeting place will take place within 12 hours of the scheduled meeting and closure of the sanitized facility from the time of sanitizing until the 30 minutes prior to the beginning of meeting.

  • Commissioners who will be attending the meeting will be asked to take their temperature within 60 minutes of attendance. They will be asked to report this during roll call at the beginning of the meeting.

  • Disinfecting of commonly used meeting materials and surfaces.

  • Availability of hand sanitizer during meeting.

  • A shortened, more brief agenda.

  • Should the State of Washington or Island County governments require more stringent actions to be taken, JBWD will follow those guidelines.

Maintaining quality water in necessary quantities during the COVID-19 pandemic.

What is JBWD doing to protect its customers and insure a quality water supply during this COVID-19 pandemic?

  • Our water management company, King Water Co., has assured us that they operating under normal conditions conducting water quality tests and taking usage readings and other routine maintenance as they normally do. As well, they continue to rotate employees week by week with on-call duties with at least one employee as the back up.

  • JBWD is a member of WAWARN. WAWARN (Water/Wastewater Agency Response Network) is a network that allows water and wastewater systems to receive rapid mutual aid and assistance from other systems in an emergency. WAWARN is designed to provide a utility-to-utility response during an emergency. WAWARN provides its members with emergency planning, response, and recovery information before, during, and after an emergency.


Safe and Reliable Water during this COVID-19 pandemic

Juniper Beach Water District is taking all steps necessary to provide safe and reliable water for the duration of this emergency.

Our primary goal during the novel coronavirus / COVID-19 outbreak is to ensure continuity of service providing a safe water supply, necessary inspections, critical maintenance, finances, and customer service.

TAP WATER IS SAFE AND AVAILABLE:

The COVID-19 virus has not been detected in tap water. Standard procedures for tap water filtration, disinfection, and treatment removes or inactivate the virus. Bottled water is not required to meet the same standards as tap water, it's much more expensive, and both the manufacturing and resulting empty plastic bottles are terrible for our environment. Tap water is the safest, least expensive, and most environmentally sound way to remain hydrated.

Can the COVID-19 virus spread through drinking water?

The COVID-19 virus has not been detected in drinking water. Conventional water treatment methods that use filtration and disinfection, such as those in most municipal drinking water systems, should remove or inactivate the virus that causes COVID-19.

In the JBWD we utilize filtration and disinfection (chlorine) in our treatment system.

Is drinking tap water safe?

EPA recommends that Americans continue to use and drink tap water as usual. The World Health Organization (WHO) has stated that the, “presence of the COVID-19 virus has not been detected in drinking-water supplies and based on current evidence the risk to water supplies is low.”1 Additionally, according to the CDC, COVID-19 is mainly thought to spread between people who are in close contact with one another.
